Thomas was the son of John Pettus and Cecilia (1). He was a tailor (2).

Thomas was admitted to the Freedom of Norwich on 5 November 1551. He was appointed Sheriff in 1566 (3) and Mayor in 1590 (4). Thomas is frequently recorded at the meetings of the city aldermen.

In 1590 Thomas gave £86 for charitable purposes. He also made bequests of £20 to poor people so they could buy stock and start work in the Bridewell, Norwich. He provided £100 and set up a loan fund for the poor worsted and dornix weavers. The weavers had to provide proper security, then they could borrow either £5 or £10 for a maximum of two years (2).

In about 1591 Thomas purchased the manor of Rackheath from William Homes, Esq.(5). When Thomas died in 1598 he also owned two small manors near Worstead; houses and land in Hethersett, Holt and other parts of Norfolk. He left property in London and over £2000 in cash (2).
